When I go to activate my Microsoft Reader, it tells me I can not activate it until I download ActiveX Control. Now my computer is on Windows Vista, and it tells me this is a security risk, and my system administrator has disabled the ability to install it. So how can I download Microsoft Reader without installing ActiveX Control? Or could you tell me whether there is another ebook reader for Windows Vista?

If you want to continue with this application I suggest you to install Active x Control. This application is a virus or something else that can put your computer in danger. Therefore, if you want to install it, disable for a few moments your anti-virus and reactivate it after the installation is ready. Also you if want other EBook reader you can search on Software Informer application's database. You will be able to find there many programs with this features freeware or shareware.
